The first fully Brazilian antenna for applications in public safety - in the range of 4.9 GHz - was developed by CPqD, Campinas (SP).

The new 4.9 GHz antenna is the first concrete result of the project for Radio Frequency Wireless Broadband Networks Applied to Public Safety, which is being developed at CPqD with support from the National Fund for Technological Development of Telecommunications (Funttel) of the Ministry of Communications.

Its development took advantage of the technological knowledge accumulated by the contributing authors in a previous project in the area of ​​WiMAX systems (IEEE 802.16-2005), and included their suitability for applications in public safety - police, fire, civil defense, among others.

The antenna will maintain a connection from a terminal - base station - allowing access to broadband Internet directly from these units.

This will give access to maps for locating and tracking, enabling the exchange of images and access to police databases, for example.

MIMO radios

The use of the frequency band of 4.9 GHz for this application is a recent recommendation of the International Telecommunication Union (ITU) for the whole world.

The new antenna is suitable for radio applications with MIMO (multiple-input and multiple-output), with great potential for adoption in the fourth generation mobile networks (4G).

MIMO radios use multiple antennas in both transmitter and receiver in order to improve the quality and performance of communication.

Even though it was designed to operate in the range of 4.9 GHz, the new antenna can be adapted for other frequency bands, and may even become an option for the National Broadband.

The technology has been licensed and the first units will be placed on the market for TSM Antennas, Santa Maria (RS).

Broadband is a key point in 4G

The LTE (Long Term Evolution) will reach about 509 million subscribers by 2016, representing approximately 7.3% of total wireless lines worldwide, reveals a study published by Pyramid Research.

Qualidade na Internet: Entidades organizam protesto contra a Oi

A Anatel espera um respaldo público das metas de qualidade da Internet – e, de fato, entidades civis já começaram a organizar a reação ao pedido da Oi para que os parâmetros para a oferta do acesso sejam anulados.

“Seria patético a Anatel recuar e mudar de posição três meses depois. A Oi demonstra não ter apreço pela qualidade e os direitos do consumidor e merece ser criticada”, diz João Brant, do Intervozes – Coletivo Brasil de Comunicação.

A entidade, assim como demais integrantes da campanha Banda Larga é Um Direito Seu! e órgãos de defesa do consumidor farão manifestações formais, técnicas, à Anatel, mas também planejam mobilização política e popular.

“Temos uma reunião na segunda-feira (16/1) mas já fizemos alguns acertos. Vamos apresentar contra-argumentos e o que discutimos é o tempo da mobilização, se agora ou quando chegar ao Conselho Diretor”, completa Brant.

Com 15 dias de prazo – e um sistema que obriga as manifestações serem protocoladas nos escritórios da Anatel – a Superintendência de Serviços Privados da agência espera apoio popular às metas aprovadas em outubro.

“A sociedade tem que responder e contra-argumentar em defesa da qualidade dos serviços. Mesmo que implique em investimentos, é uma melhoria no serviço prestado”, afirma o superintendente da SPV, Bruno Ramos.

Os investimentos – ou a imposição deles por metas, na visão apresentada – é um dos argumentos da Oi no pedido de anulação feito à Anatel contra 25 artigos dos regulamentos de qualidade da Comunicação Multimídia e da telefonia móvel.

A operadora sustenta que os direitos do consumidor não podem ser convertidos em metas, especialmente no regime privado, no qual as obrigações são ilegais. Para a Oi, há “vício de motivação” até mesmo em a Anatel tratar do tema.

Em essência, a Oi mantém os argumentos já apresentados nas audiências e consulta pública sobre os regulamentos. E, em nota, insistiu que “não é prática internacional” o estabelecimento de metas nas ofertas de banda larga.

“A Oi informa que propôs e formalizou na Anatel a adoção de um sistema de medição de qualidade da rede de banda larga, bem como a divulgação dessa medição, por entidade independente, como medida de transparência para melhorar a percepção dos consumidores”, diz a operadora.

O sistema elaborado pela Anatel prevê a medição da qualidade por entidade independente, mas ainda assim a Oi quer que sejam anulados todos os artigos dos regulamentos que tratam dos critérios dessa medição.

Como, caso acatado, o pedido tornaria os regulamentos inócuos, a SPV entendeu que a consulta aos interessados – como previsto nos pedidos de anulação – deveria ser estendida a todos os brasileiros.

“São tantos artigos que a anulação impacta os regulamentos como um todo, com efeito potencial a 200 milhões de usuários da Internet e da telefonia móvel”, completa o superintendente Bruno Ramos.
