Anatel is preparing a regulation to backhaul wireless high speed

Anatel will put on public consultation a standard for the use of 70 and 80 GHz bands for new applications in telecommunications. In practice, it is a little late movement, at least on a piece of spectrum that is already used in the deployment of wireless connections for high speed.

The use of the 71-76 GHz and 81-86 GHz bands was approved by the regulator of telecommunications in the United States, the FCC, still in 2003, from an order of the equipment manufacturers. Here, the FCC was also caused by the market.

"These studies are the private sector, where the Telefonica / Vivo and also by manufacturers, who proposed a regulation for use of these bands. The proposal is for any telecommunications services in point-to-point applications, on a primary basis without exclusivity, "summarized The draftsman, Marcelo Bechara.

As the advisor explains, this band is used for connecting fixed points, serving as wireless backhaul, "utility that can be considered the most important of the present moment," Bechara said, noting ongoing deployment of 4G services.

"Regard to the recently auctioned the 4G radio and the need of transmission rates at the output of the high ERBs are, it implies that the backhaul should be implemented preferably with fiber. But in some cases it is not possible or feasible, and these bands 70/80 GHz are presented as an alternative, "he explained.

In fact, neither surprising that the application has been forwarded by Telefonica. It's that the band is used exactly for these wireless high speed in big cities, where the cost for grounding optical fiber can derail some investments.

The very high frequency has some technical difficulties - like the use of microwave - but has been adopted in the U.S. since at least 2006. In essence, are devices that can be placed on top of buildings and in need of-sight to the transmission.

In general, the difficulties with implementation leads to higher bands to cover distances of about 3km, but the result appears to work, as there are different equipment suppliers. In the next 1.5 km distances, this system comes to achieve transfer rates of 1Gbps. The public consultation Anatel should be open next week and receive contributions for 45 days. The agency also plans to hold a public hearing on the proposal in Brasilia.

Anatel attempts to accelerate review of 'relevant markets'

Front of "several" requests for the Anatel to reassess the definitions of the relevant markets, the Board of the agency, at a meeting held on Thursday, 23/01, ruled that the Superintendence of Competition accelerate studies on this subject to be possible to have the review completed by next November - deadline for any changes in PGMC (General Plan competitive).

"We will include the Competition Superintendence immediately begin examining reassessment of offers in the relevant markets, especially in regard to undertakings with significant market power. We'll leave the finer PGMC until November, which is the limit of the revision of the assumptions placed on it, "explained the president of Anatel, Joao Rezende.

In PGMC, the agency adopted rules of asymmetric regulation, which in practice means giving greater weight on the obligations of those operators that have significant market power, ie, are large to the point of influencing the functioning of the market in certain localities.

According indicated Igor de Freitas, who is the rapporteur of the particular case that prompted a discussion of the collegiate advisor companies have good chances of success. "The technical department says that in some cases there is evidence of improper characterization in certain relevant markets. It is prudent to prioritize these processes that asked revaluation "he said.

The Standard took two years term for these "relevant markets" were reassessed. Then Rezende address the demands as "a moment of reaffirmation of PGMC". "The Superintendence of Competition is with the number of requests OI, TIM, Telefonica, on review of the relevant markets", amended president.

As an application of CTBC has reached the Board, the case was used to provide guidance to the technical area. What happens is that the operators do not agree with the indications given by Anatel and therefore have applied to several cases of "relevant market" are reviewed - the geographical locations where this or that operator has the Significant Market Ruling.

4G Brazil: João Rezende and Paulo Bernardo missed in predictions

At least for the government, the accession of the Brazilian 4G was not expected. In April last year, the launch of 4G services in the country, the president of Anatel, Resende, and Communications Minister Paulo Bernardo, made a bet: Brazil had over 4 million hits assets 4G in December. Missed out. November, latest data released by agênica, finished with 923 400 hits
"I'll pay for dinner, but will 'fine' because it did not work," joked the minister after a meeting on the morning of Wednesday, 8/1, in which Resende was also present. "Who he was wrong, I said I'd be a million", defended the president of Anatel

When Claro launched its 4G operation in Brasilia at April, Resende, Anatel, excited, said the country would have 4 million 4G by the end of 2013. He reproduced a number whispered by handset manufacturers. Paulo Bernardo, however, found little. Days later, when extending such kindness to Spanish Vivo provoked: "I find it very conservative. Let's have more. So much so that I'm betting a dinner with Rezende "

Admittedly smartphones and tablets supported the electronics industry in 2013. Throughout the year, the 62 million phones sold, 31.9 million were 'smart', but the vast majority was still facing migration from 2G to 3G.

Joining the 4G did not explode as expected. Especially because the service coverage is still considered small in the country - the service is competitive in the host cities of the World Cup, since all the telcos are already active with its capital in these networks. By the number of Anatel, 2014 will be another year for telcos invest in migration from 2G to 3G. The 4G will follow for a portion of the population.

Virgin Mobile and Telecom Datora close agreement for MVNO in Brazil

To encourage the market for virtual operators, Virgin Mobile Latin America (VMLA)and Telecom will date close agreement to streamline the business in the area. In Brazil, until now, only three companies are authorized to act as MVNOs: Datora, Porto Seguro and French Sisteer. Virgin expects revenue of $ 1 billion by 2016 with mobile content in Latin America.

Virgin Mobile Latin America (VMLA), a company that is starting up MVNO activitiesin Latin America and plans to invest about $ 300 million in the region, announced analliance with Datora Telecom, a company authorized by Anatel to act on the market and already responsible for the operation of Porto Seguro, to develop its MVNO in Brazil.

The VMLA, who plans to become the leading mobile virtual network operator (MVNO, its acronym in English) of Latin America over the next five years, expects to launch its first operation in Chile in March. It also hopes to launch its second operation in Colombia in the second half of this year, and received regulatory approval in Mexico and Peru. In Brazil, the option was to partner with Telecom Datora.

Porto Seguro Telecom - an association of insurance company Porto Seguro withChiacomm - the Datora Sisteer and France Telecom, which already has a strong presence in Europe MVNE and MVNOs in operation are approved by Anatel. Both use TIM's network for its operations. Bank of Brazil and the Post Office have alsoshown interest in acting as MVNOs in the country, but so far have not formalized theprocess.

Bernard criticizes the Oi and ensures that Anatel maintain rules on quality

By participating in the Campus Party, technology event that happens in the state capital, the Communications Minister Paulo Bernardo said that the action of Oi, who requested the removal of the goals of service quality of broadband, is "totally wrong".It also held that the Anatel will not return after what has already been set in October last year, when the rules were published for the service quality.

Paul Bernardo noted that the charge for broadband service quality was a direct demand of President Rousseff, even last year, when discussing the National Broadband Plan.

"The president has a right to determine if sold 1 Mbps or 10 Mbps, should deliver theclosest thing. She demanded minimum standards of quality. It was then that Anatelhas gained muscles went ahead with the editing rules. Quality was a proposedgovernment and remains, "the minister argued.

When talking about the application of Oi - whatever the elimination of rules of quality measurement proposed by Anatel - Paul Bernardo was very hard. "The positioning ofOi was totally wrong." It ensured that the Anatel will not answer the poll. "Are you in the face that the Anatel will not uphold it. Will someone there, and she complains (Anatel)go back? Can not," he added.

Regarding the possibility of going to court Oi, Paul Bernardo was even more emphatic in his criticism"They may even go to courtbut I believe that the magistrates, in good conscience, no one will pay attention to this election, since they themselves complain that the Internet is slow and without quality," he said.

To the Minister of Communications, the imposition of quality goals means rather thatthe telcos will have to invest more in infrastructure to improve the provision ofserviço.Mas recalled that the government is working to make aa his part.

Both promised that, once againthat 'within days', the Measure of relief for fiber optic networks will be brought to the president Rousseff. "Everything is settled with the economic areaWe will reduce taxes and make our part, but the telcos will have toinvest even more, "added Paul Bernardo.

During his presentation at the Campus Party, Paul Bernardo noted that the $ 16.5 billion of foreign investments accounted for by the Central Bank in the country in 2011, the area of Telecom accounted for 35- about $ 6.5 billion.

Auction of the 2.5 GHz shall be in May

Communications Minister Paulo Bernardo, although I feel unlikely, for the first time hinted that it could, if it were the will of the majority, to separate the sale of 2.5 GHz, toward the 4G, the 450 MHz band, dedicated to the inclusion countryside. But he was emphatic about the range of 700 MHz: There is no chance of immediate trading."I know that many people are interested in this age-the dividend that will scan the TV - including those who are here beside me (referring to the chairman of Telefonica / alive, Antonio Carlos Valente), but there is no chance to discuss it right now. First we solve the 2.5 GHz, "said Paul Bernard, on Tuesday, 07/02, attended the Campus Party in Sao Paulo.Regarding the auction of 2.5 GHz, Paulo Bernardo said it will publish the notice on April 16, with 30 days for the auction, in mid of May. Asked if this deadline would not be out as planned by President Rousseff - wanted the auction until the 30th of April, Bernard joked."I was 'beaten' by the president, but she tolerated a delay of 15 days in order to conduct the process in the best way," said Minister of Communications. Indeed, the first time, Paul Bernardo, while maintaining the speech that changes are now 'unlikely', showed some flexibility in meeting the election of the telcos - claiming the untying of the 2.5 GHz Band 450 Mhz"We're doing a public consultation (it runs until February 16), we will listen to all sides, and if we change to improve, we'll do," he added. Asked about the domestic content requirement in the assembly of infrastructure, Paul Bernardo assured that the rule is maintained. "There is a negotiation and, yes, a government policy to attract local manufacturing," he said.Though cautious, the chairman of Telefonica / Vivo, Antonio Carlos Valente, hinted that the biggest concern with the requirement of national technology is likely 'overpricing' negotiations. "We know that there may be a reduction and that manufacturers may determine higher costs in assembling the network, but rules are to be fulfilled," he said.

4G in Brazil: Operators persist in separate 450 MHz from 2.5 GHz

In a public hearing held on Tuesday, 31/01, in Brasilia, Anatel, the SindiTelebrasil defended the decoupling of the bands 2.5 GHz and 450MHz in the auction for the sale of spectrum, scheduled to take place in April by Dilma. Also stated that goal setting 4G service coverage occur only for the host cities and sub-offices of the Confederations Cup and 2014 World Cup.

The position places telcos and again Anatel in opposing camps. The FCC linked the tracks on the grounds of attracting interested in buying the 450 Mhz band, aimed to bring telephony services and broadband to rural areas. For SindiTelebrasil, however, bands of 450 MHz and 2.5 GHz 'features and have different purposes. "

In his presentation, made it clear that aa SindiTelebrasil technology available for use in sub-450 MHz band is not indicated for the Brazilian case, because there is no synergy with other technologies in operation. Also according to the entity, "this track has less capacity for data transmission, low production scale and uncertain progress."

Now with respect to the use of 2.5 GHz, for their technical and functional characteristics, the range is ideal to meet the needs of data capacity, not coverage, still held Sinditelebrasil. The operators made it clear that "the coverage targets set out in the announcement, for the use of 2.5 GHz, require high levels of new investments to be made that have occurred without the amortization of the investments made for the service of the notice of 3G ".

Anatel works with prediction that all host cities Confederations Cup 2013 will be served by the end of May 2013 with the 4G technology. Also claims that by the end of that year, all branch offices and headquarters of the World Cup 2014 will be achieved. For the capitals and cities with over 500,000 inhabitants, the fourth generation of mobile phones should arrive by May 2014, while cities with more than 100,000 residents are expected to benefit up to December 2015.

Finally, in addition to charge using the 700 MHz band for 4G - this band is caused by the scanning divididendo digital TV by using the SBTVD - the SindiTelebrasil stressed the need for mechanisms to be established for coverage and service areas rural and remote areas, with public funds, especially the telecommunications sector funds.

The public consultation on the draft bidding documents for the issuance of permits use of the Radio sub-band 2.5 GHz and 450 MHz, associated with exploration permits for Multimedia Communication Service (SCM), the Fixed Switched Telephone Service Aimed at use of the General Public (STFC) and and the Personal Mobile Service (SMP), available through the Public Consultation No. 4, was opened on January 25 and will receive contributions until February 26

Anatel begins the process of reducing the tariff fixed mobile

Starting from the Feb. 24, consumers will pay less for calls from fixed to mobile telephone. The Governing Board of the National Telecommunications Agency (Anatel) has defined this Wednesday, 24/01, the value of the rates of these calls will be reduced. On average, the reduction will be 10% of the amounts paid by consumers.

The decision is part of a standard of Anatel, approved in October 2011, which states that users should benefit from tariff reductions, gradually, until 2014. The idea is to allow users to gain up to 45% with respect to the payment of telephone charges.

By the decision of Anatel, slowly, users will pay less. In total, the agency seeks to promote the reduction in three stages - with the application of reducing 18%, 12% and 10%, respectively, over the next three years in the rate of calls between fixed and mobile, or VC, in the jargon sector, for the Value of Communication.

By the end of last year, consumers paid on average £ 0.54 per call from landline to mobile. The idea is that they spend from February to pay $ 0.48. Then in 2013, I paid $ 0.44 and in 2014, R $ 0.425.

The standard was published in November 2011. After publication, the telephone companies had 20 days to implement the measure. In case of non-compliance, the Anatel said it will take action against these companies. The regulatory agency's decision to intensify the competition between the telcos, especially in the TIM, which owns Intelig though, is that most feel the effect of reducing the VU-M, since Oi, Claro and Telefonica have fixed operations and mobile, and on that basis, must balance potential losses.

In October last year, the Director of Regulatory Affairs at TIM Brazil, Mario Girasole, told Digital Convergence, charging regulatory asymmetry. "If you will move in VU-M, interconnection charge, have to get the ball rolling at wholesale. GVT, which has always demanded, even in court the reduction of the tariff, also recalled the time that despite the proposed reduction - from $ 0, 54 to R $ 0.42 by 2014, "the interconnection rate will remain even as one of the most expensive in the world."
